Q: When do you refer to a condo, apartment, flat, etc.? What is the difference?

Largely it depends on where the speaker is from. All of them refer to a unit in a multi unit building. In the US the difference is usually based on ownership of the units. Apartments are generally owned by the building owner whereas cars condos generally have separate owners who own their unit and a stake in the common areas.
These units are generally referred to as flats in England and much of Europe regardless of ownership structure.
